In order to make the Tesla system believe that the driver is paying attention to the road when they aren't, some drivers are mounting doll heads in front of the cabin camera. I saw this on Facebook. Someone hacked the entertainment system so he could watch videos on the go, and he claims to also check his email and send texts while on the go. In my opinion, these people pose a threat.

I couldn't agree more.
Again, this is something that Tesla's driver monitoring system will need to be updated to help avoid. Additionally, legitimate drivers will have to put in more work because of the increased likelihood of "false negatives" caused by those modifications.
We can't have nice things because of that.

Uncertain about the veracity of that. Be wary of what you read on social media. Most of them are staged or pretended to increase interaction. The driver in the link you provided is holding a phone. When it came to your hands being available, FSD would beg you.

Not because the phone is in the hand, but because staring fixedly ahead without making any head or eye movements will most certainly draw attention. Zombie stare is the term I use to describe it because I've experienced it firsthand. This is a zombie carrying it out. Not going to work regardless of how improbable it is that the camera will mistake the head for a real person.
With its situational attention monitoring, HW4 is surprisingly forgiving when travelling on empty highways. Every now and then, I'll take a quick peek at a picture someone texted me or check some other notification on my phone. We will not bother you. Overall, I've noticed that HW4 monitoring has gotten so casual that I can't recall the last time I received a notification. At this point, it even allows me to view the main screen.
I can't help but think of that orange hack that folks were using to apply torque to the steering wheel. In response to that hack, Tesla modified their monitoring algorithm to mandate reversal of torque direction. Even without an internal camera, this is still an issue for me in my HW3 vehicle. My long-term, highly effective hand-on-the-wheel torque, which never got nags, was rendered useless. Changing the direction of my torque now requires a more distracting (at least for me) technique. Something I really should not be considering while overseeing FSD.

A doll head, in my opinion, won't be functional for more than a minute at the most. You can easily create the illusion of a long nap or movie marathon by filming in short bursts and combining them.
