I have a 1977 MGB Roadster which now qualifies as a historic vehicle under the new MOT rules that come in on 25th May. From reading all the blurb on the DVLA website there is a section about how a vehicle is not eligible for MOT exemption if it has under gone 'substantial changes' although new body panels don't count....however.
My MB was converted from rubber to chrome bumpers a couple of years ago.
Anyone have any idea if this would be classed as a substantial change and thus make my car ineligible from the exemption?

Personally I would not regard this as a substantial change. The bumpers and their bracketry have just been replaced, a styling exercise really.
An example of a substantial change would be something along the lines of cutting out the underside of an MGB to graft in the floor, suspension, bulkhead and running gear from say a Ford Sierra.
